국가경쟁력강화위원회는 ‘경제살리기‘라는 국민의 염원을 안고 출범하였습니다. 우리 위원회는 성장잠재력을 확충하여 국가경쟁력을 높임으로써 선진일류국가건설을 앞당기는 역할을 해 나가고 있습니다.

위원회에서는 사회 구성원간의 신뢰를 높이고, 경제전반의 효율성을 높일 수 있도록 규제를 개혁하고 법제도를 선진화하는 일들을 하고 있습니다. 또한 중소제조업의 경영 환경을 개선하고 기업현장애로를 해소하면서 일자리가 만들어질 수 있는 기반을 구축하고 있습니다. 이러한 노력이 꾸준히 지속된다면 국가경쟁력을 높이는 결과로 나타날 것입니다.

어려운 경제상황에서 국가경쟁력을 높이는 것은 쉽지 않은 일이지만, 우리 위원회는 위기를 극복하고 우리의 경쟁력을 한층 높이는 새로운 기회를 창출할 수 있도록 노력할 것입니다.

서울대에서 법학(법학사)과 미국 뉴욕대에서 경제학(경제학석사)을 공부했다.

행정고시 합격 후 재무부 이재국장, 국제금융국장, 세제실장과 주미대사관 재무관,

국회 재무전문위원을 거쳐 관세청장, 통상산업부차관, 재정경제원차관을 역임했고,

한국무역협회 부회장과 서울시정개발연구원장으로 활동했다.

재무부에서 부가가치세 도입, 금융․부동산 실명제 도입, 금융시장 자율화와

개방 등을 담당하였으며, 관세청과 통상산업부에서 무역진흥을 위해 일했고,

재정경제원 차관으로 IMF지원자금 협상과 금융감독․중앙은행제도 개편 등

금융구조개혁을 위해일했다.

한국무역협회에서 기업의 무역진흥을 위해 활동했고, 서울시정개발연구원장으로

일하며 청계천 복원, 대중교통체계개편, 한반도대운하 등 주요 프로젝트의 연구에

참여했다.

2007년 제 17대 대통령선선거에서 이명박후보의 정책참모로 일한 후 이명박정부 출범과 함께 기획재정부장관으로 취임하여

한-미 통화스와프 체결 등의 성과를거두었고, 2009년 2월 제2대 국가경쟁력강화위원회 위원장으로 취임하였다.

그리고 2009년 9월 1일 부터는 대통령경제특별보좌관으로 임명되어 겸직하게 되었다.

Man-Soo Kang

Mr. Man-Soo Kang is currently the Senior Economic Advisor to the President (appointed in September 2009) and the Chairman of the Presidential Council on National Competitiveness (appointed in February 2009). Before heading the Council, Mr. Kang served as the Minister of Strategy and Finance (’08-’09).

Mr. Man-Soo Kang was born in Kyongnam Province, Korea in 1945. He received a bachelor's degree in law from Seoul National University in 1969 and a master's degree in economics from New York University in 1987.

After passing the Senior Government Service Examination in 1970, he started his public career at the Ministry of Finance. He served as Director for Tax/Insurance/Finance Division (‘76-‘85) and Director-General for Taxation/ Insurance/ Finance / International Finance Bureau (‘88-‘93), Financial Attaché of Korean Embassy to the U.S (‘85-‘88), and Deputy Minister for Tax and Customs in the Ministry of Finance (‘94-‘95). After having built his career in the Ministry of Finance, he continued to work as Commissioner of Customs Service (‘95-‘96), Vice Minister of Trade, Industry and Energy (‘96-‘97), and Vice Minister of Finance and Economy (‘97-‘98).

In 1999, he served as Executive Vice Chairman of Korea International Trade Association for trade promotion and the construction of Convention Center for ASEM (Asia Europe Summit Meeting). As President of the Seoul Development Institute, he participated in feasibility studies on major projects such as restoration of Cheonggyecheon, and overhaul of the public transportation system.

He was decorated with Red Stripes Order of Civil Service Merit by Republic of Korea. He enjoys playing golf and tennis and hiking.

He wrote a book titled “The Korean Economy’s Past Three Decades - from the perspective of an insider”, published in 2005 by Samsung Economic Research Institute (SERI).

He is married with two sons and one daughter, and attends Christian church.
